By California state law: Yes
By Federal Law unfortunatley: No, at least not yet. From my understanding at least. If things have changed I would be happy to be told so.
I think it's a great thing, and helps many sick people, who otherwise would not be able to eat, sleep, and be dealing with debilitating pain to boot.
I hope the Fed's catch up with the State law sooner than later. It benefit's everyone. People hurting get medicine that makes their lives easier, and also, it would provide funding to the state, that they supposedly desperatley need.

The voters of California have voted - twice - to relax the laws concerning marijuana. But the Feds, under Bush, were gung-ho to raid the dispensaries, trash and tear down the gardens, and so on. Remember, these were the GOP folks who bleated so loudly, under Clinton, about the importance of "states' rights". But when certain states passed laws they didn't like, they had no compunctions about swaggering in and wreaking havoc, ignoring the will of voters in that state. Now, the Justice Dept under Obama has gone so far as to say "We will not go out of our way to prosecute marijuana infractions in CA", or some such. We'll see. In the meantime, I know plenty of Californians who now have their medical marijuana cards. This allows them to go on doing what they've always done, which is to live quietly, bother no one, and use cannabis for their illnesses. Only now, they worry much less about being harassed, arrested and prosecuted. They can possess a certain amount, and best of all, they can add a few plants to the tomatoes and zucchini in their gardens. It may be true, as wofer says, that drug testing for employment is still a stumbling block for cannabis users. It will take time for everyone to catch up to a new day and a new situation. Change is never easy, and we're facing a lot of it these days.
